    • Looks like it was not sponsored by BID but rather the businesses themselves. I’d check with them first.

    Who prepares this BID budget and is there currently a budget for the year 2010?

    Going to this site and seeing the list of the businesses in Haddon Township are these the people paying the BID tax? What does the BID director do for the municipal taxpayers of Haddon Township if they pay part of the salary from the regular property taxes?

    • The commissioners approve the budget. Kate Burns, the BID director, prepares it with Denise Adams the township clerk and CFO. It is a department of the township government. The BID director coordinates many activities throughout the year for both the businesses and other citizens. The BID tax is an additional real estate tax to certain businesses as specified in the tax roles. If the businesses are on the BID website, I believe that they are all being specially taxed. The BID director also is extremely involved in other special activities of the town like the block party, Halloween parade, Christmas/holiday festivities, etc. I personally believe that the BID should not pay for a bus for a select group of businesses. The businesses should pay for it themselves. If the BID wants to help coordinate it, that role would be appropriate in my opinion.

      they are moving soon to cinnaminson and all of there 180 workers will be relocated to that office that will be a blow to the towns for lunch and other things

  6. Hi St. Eve. Senior bus is funded from Federal Block Grant money. The funding is specifically for these services and cannot be used for anything else. This service to the seniors who live in our town is to provide essential transportation needs.

    A pub crawl bus is funded from a tax to every BID business to benefit a handful of businesses. We rent the bus. The users are the general public. There is nothing essential about this bus, unless of course you are too drunk to drive. An example of a proper use of BID funds is the fact that they subcontract out the snow shoveling for the Haddon Ave BID for the benefit of every business on the avenue.

      It does not matter where the money comes from, A town, county, state or federal government should not be in the transportation business. There are private enterprises that can, for a price, fill that void.

      No bus for St Patrick’s day and sell the senior bus.

  7. Our commissioners continue on their bad government practices. They violated the Open Public Meeting Act and they continue to do so.

    I questioned the towns practice of not releasing meeting minutes until 2 meetings later and not providing the minutes until they are approved. This flies in the face of NJ Open Public Meetings law. The law is simple. You must release minutes 48 hours in advance of the following meeting or as soon as practicably possible. It is easy to come into compliance. Just issue two sets of minutes to catch us up. Put the draft up 48 hours in advance on the website and keep going.

    For some reason, the mayor and commissioners do NOT want to be in compliance. The Mayor said he spoke to solicitor and they he said we were in compliance. However the solicitor was not at the meeting to question. I guess I don’t understand why they are so arrogant to believe that they are above a simple open government law. The concern has continuously been that they do not do anything to promote open government unless forced to. They are asking for a lawsuit. What idiots. These are easy laws to follow and they just dig in their heels for absolutely no good reason. They get what they deserve. I get the feeling that if I suggest it, they will do everything not to follow my suggestion even when I am right. I shouldn’t have to file a lawsuit when they are obviously violating the law like they are now.

    • They asked their attorney if they are required to release minutes befor the minutes are approved. The attorney said, “no”, they do not have to release the minutes before they are approved.

      Is my summary correct? I’m not asking if the decision is correct… I’m asking if my summary is correct.

      • Your summary is not correct. The problem is that they skip a meeting to issue the minutes. Actually if you read the cases, they should issue in draft 48 hours in advance and approve the minutes at the next meeting. Right now they don’t approve minutes until 2 meetings later. This is easy stuff to do right. Why would our mayor not want to fix this? They need more than a week to prepare minutes if that is the law?

    • the reason cassel has to post his opinons here is because Ragin’ Randy threatened to have the police arrest him if he goes over the 5 minute time limit or makes a comment that Ragin’ Randy feels is out of order.

    • if the commissioners are again violating the OPMA act then I for one say haul them back in front of the judge.
      They will learn sooner or later.

      It’s time for Cassel to give Dougherty and Teague another legal lesson.

  11. I don’t want to go back to court. I just want the town to follow the law. Here is the irony of what I am asking for them to do.

    I brought up this topic at the caucus meeting last Tuesday. If they followed the law, the minutes for that meeting would be have been published last Friday or Monday on the website. The minutes should make note of the issue that I brought up at the caucus meeting. Any citizen would be able to read those minutes and know about the issue.

    Instead, because the minutes are not made promptly to the public, no one from the public would be aware of this issue for a month, until the town publishes the minutes on the website. So I write about it on the web. Then an anonymous person asks “why do you continue to post your opinions?” Well… if the minutes were published in accordance with the law, I wouldn’t have to write about it here, it would be available for anyone to read in the township minutes. Total irony.

    My conclusion, the commissioners are forcing me to write about this because they don’t publish the minutes promptly in accordance with the law.

    I see that “adequate notice” is defined as “written advance notice of at least 48 hours.” I also see:

    N.J.S.A.
    10:4-14. Minutes of meetings; availability to public

    Each public body shall keep reasonably comprehensible minutes of all its meetings showing the time and place, the members present, the subjects considered, the actions taken, the vote of each member, and any other information required to be shown in the minutes by law, which shall be promptly available to the public to the extent that making such matters public shall not be inconsistent with section 7 of this act.

    I’m having a hard time trying to figure out where the 48 hour requirement is explicitly outlined. Please advise.

  13. It is based upon extensive case law. In fact, that was exactly what the new solicitor, Mr. Platt, said at the caucus meeting a week ago. When I asked about this yesterday the Mayor said that the new solicitor said we are in compliance. I have a suspicion that the solicitor doesn’t have all the facts, which would be typical of how he might come to that conclusion. It is absolutely true that the intent of the law is to provide the minutes prior to the next meeting so that citizens have the ability know what happened at the prior meeting in order to take action.

  15. I just want to make it clear. It isn’t about admonishing the commissioners. It is about good government practices which are required by the law. I am actually surprised by the commissioners’ decision to dig in their heels for something as simple as this to fix.

    I am very serious. Why don’t you run for office. No sarcasm honestly implied. You attend every meeting and you seem to care about HT, why don’t you consider running for office?

    • Cassel should run for offfice.
      Having an honest leader with integrity would go a long way to cleaning up the town.
      Like him or not, you have to agree that Cassel speaks his mind, admits when he is wrong, and cares about the town.

      From what I have seen, Randy and Paul care little about the town. Paul seems to think he is above most of the citizens and spends his time sneering and smirkng at the little people. Randy is a classic 2-bit politician: he says anything and stands for nothing.
      Name one issue Randy Teague has stood up and taken a stand on anything (and don’t say the prison issue because Teague went to meetings about it and said nothing until AFTER Cassel and others stood up and sounded the alarm.)

      The only thing Randy and Paul want to do is lead people to the bars on St. Patrick’s day like 2 pied-pipers in clown suits. The BID bus should play circus music while Paul honks the horn and Randy pours the drinks.

  18. Currently, with my work and private life schedule, I don’t have the free time to devote to running for or being a public official. I only take on what I can do 110%. Attending the meetings takes a couple of hours a month. That is all.

    Also, please do not even mention my name with the crazy Tea Party idiots. I am not sure what you meant by your last comment.

    I don’t see any problem for you.
    As the former solicitor Klineburger testified, they claim to never have any ‘secret’ meetings.

    So Randy and Paul run the town with a 30 min caucus meeting and short commisioner meet each month. They claim to not discuss township matters at other locations.

    You are at the meetings now anyhow, so your election to office would require no more time than is currently being devoted by randy and paul. Unless of course they are being less than forthcoming regarding their discussion time of issues.

    Tom, Haddon Township deserves an honest and straight-forward person of character and integrity in office. You should run, and then don’t let any of the other commissioner engage in back-room shenanigans. Also once elected you should clean house — post every single position in that building and go through an open and fair process for applicants. Make the current people in those positions living off the taxpayer dollar compete with outside candiates for the job — best person gets hired.

    And then your other act should be a forensic audit of the books going back 10 years, and include this ‘charity’ that randy and paul set up, and how they accounted for the cost of the police/fire/ems crews that staff the events. Refer any crimes for prosecution.

    good luck with the campaign. Once you set up I will personally donate the max amount allowed, as will many others.
